要完善防范化解重大风险隐患机制，把开展反恐反分裂斗争与推动维稳工作法治化常态化结合起来，坚持标本兼治、综合施策，加强源头治理。
It is imperative to improve the mechanism for preventing and defusing major risks and hidden dangers, and integrate the fight against terrorism and separatism with law-based, persistent work on maintaining stability. Efforts should be focused on addressing both symptoms and root causes, employing a comprehensive strategy, and strengthening problem-solving at source.
